And sadly unnecessary. Only the immediate vacinity of the nuke plant should be restricted and controlled due to any real likelihood of future health problems because of radiation dose! But it's understandable why the Japanese government are invoking these draconian restrictions and why the public there is unduly frightened. Because they know better that their dose limit recommendations are being misapplied, the real "villains" here are officials of the "scientific" International Committee on Radiation Protection (ICRP).
